CBT Black History Month Executive Speaker Series | Mr. Emmanuel S. Bailey
The College of Business and Technology celebrates Black History Month with the CBT Black History Month Executive Speaker Series.
The College partners with the Richmond Chamber of Commerce to bring leaders of business, industry, and government to EKU's campus to address students, faculty, and members of the Richmond community and surrounding areas on current topics and issues.
We were pleased to welcome Mr. Emmanuel S. Bailey, an EKU alum and President and Chief Executive Officer of DC09, LLC, as the 2018 CBT Black History Month Executive Speaker. He will visit the EKU campus on Wednesday, February 28, 2018, to speak with College faculty, staff and students.

Mr. Emmanuel S. Bailey
We are honored to have Mr. Emmanuel S. Bailey ('87, BBA Management), as this year’s CBT Black History Month Executive Speaker.
Bailey will speak on his experiences at a Public Address in the Business and Technology Center Rogow Auditorium (BTC 049) from 9:05 to 9:55 a.m. He will also be available to discuss current events and issues at a Faculty Breakfast Roundtable from 7:30 to 8:30 a.m. in the Business and Technology Center Executive Conference Room (BTC 206).
Following the public address, he will join EKU Administration officials and the Richmond business community for a luncheon hosted by the Richmond Chamber of Commerce in the EKU Center for the Arts Black Box Theater.
Emmanuel S. Bailey
Mr. Bailey is President and Chief Executive Officer of DC09, LLC. (A Joint Venture with INTRALOT, Incorporated-the 3rd largest Global Gaming Company). INTRALOT employs more than 5,300 professionals, with a presence on 5 continents, 55 jurisdictions and 12 U.S. States. Mr. Bailey’s company is the major owner of the joint venture, and has direct overall vendor management responsibility for the District of Columbia Lottery, managing a $250 million annual book-of-business. Mr. Bailey is the only Minority Operator of a State Lottery System in the $87 Billion U.S. Market.
Mr. Bailey has over 25 years combined experience in finance and banking, secondary mortgage finance, human resources, information technology, lottery and gaming systems management. Prior to co-founding DC09LLC in 2009, Mr. Bailey served as a Vice President of Fannie Mae, holding multiple business and line positions over a 15-year career. Prior to joining Fanniemae, Mr. Bailey was a branch officer and commercial banker for a $2 billion regional bank and prior to that role, worked for IBM in their Federal Systems Division.
Mr. Bailey has worked in positions of public trust for many years in Fortune 500 companies and Federal government agencies. Since 2007, the companies that Mr. Bailey has founded and/or acquired have generated nearly $100 million dollars in combined gross revenues, providing contracting services to Federal government agencies and commercial clients, such as: Department of Defense, the Securities & Exchange Commission (SEC), GSA, NTSB, USDOT, FEMA, Department of Energy, Department of Agriculture, U.S. Census Bureau, U.S. Department of Health and Human Services, FBI, ATF, Department of Homeland Security, National Park Service, GEICO, Sodexo, and the White House.
A native of Washington, D.C., Mr. Bailey is committed to improving the lives of children in the U.S. and around the world. Mr. Bailey currently serves on the Board of Directors of the Greater Washington Urban League, is a past Executive Board Committee Member of the Greater Washington Boys & Girls Club of America and is the past Chairman and President of the Board of Directors for the Kevin Durant Charity Foundation - founded by NBA All Star and MVP, Kevin Durant. Mr. Bailey holds a BBA from Eastern Kentucky University and an Executive MBA from the University of Maryland Robert H. Smith School of Business. He resides in the Washington D.C. metropolitan area with his son, Emmanuel Junior.
